Sergey Kasanin on the need for an international code of ethics in the field of AI

The latest issue of the Respublika newspaper published an article featuring the expert opinion of Sergei Kasanin, Deputy Director General for Research at the UIIP of the National Academy of Sciences of Belarus. In it, he shares an analysis of the current state and development prospects of artificial intelligence both in Belarus and internationally.
According to the expert, law cannot remain aloof from the active implementation of AI in public relations. The UIIP of the National Academy of Sciences of Belarus, for its part, conducts active scientific research—from high-performance computing and robotics to image and signal processing—and occupies a key position as a center of excellence in this field through its monitoring of international experience and participation in international projects.
Sergei Kasanin notes that international experience demonstrates a diversity of approaches to AI regulation—from the risk-based models of the European Union to more flexible and experimental options, such as "regulatory sandboxes," which allow for the testing of new technologies in limited settings. In any case, the prevailing idea is currently strengthening international cooperation in the field of AI governance.
The United Institute of Informatics Problems has developed a model law "On Artificial Intelligence Technologies," which has already been approved by the Interparliamentary Assembly of the CIS and has become a benchmark for CIS countries. In Belarus, work is underway to develop a concept for the use and development of AI, as well as to draft a comprehensive law. To this end, the National Academy of Sciences of Belarus has established an interdepartmental working group consisting of representatives from 30 organizations. Its task is to draw on the best international practices and adapt them to national conditions, taking into account state interests.
